By this, I mean, say for instance, you go to the DMV to get registration, and the next time you go to AAA Auto for registration. Why is the DMV loud, dirtier, with rude employees? AAA has carpeting (vacuumed), couches, nice desks, artwork on the wall, books/travel guides to purchase, etc.
Other instances -- I've gone to the VA Hospital, and many employees are rude or lazy, some of the doctors seem like they don't want to be there, the bathrooms have half-eaten sandwiches lying around and walls that look like they haven't been painted in years. Balled up paper in the elevators. Then you go to a private hospital, the floors are sparkling & waxed, there's a nice cafeteria, the employees are more helpful & nicer, and everything just looks nicer.
Simple, private business runs on a profit model. They have to look good to attract customers. They can make a business case for those nice desks, artwork, and shiny floors and they can raise prices to pay for them. The DMV is run by the state. The one I went to in California was very nice and modern. The ones I went to in Ohio looked like they haven't been updated since 1950.
Government agencies are non-profit. Things like art and nice desks are not in the budget, if they were people would be screaming about "pork". Their budgets are limited to the bare minimum to operate on, and no one wants to let them raise taxes to pay for the niceties.
You get what you pay for.
Although every VA hospital I've heard of is an excellent facility.
