The best blue sapphires come from Sri lank / India.
Dark blue is not actually a "good" colour, the best colour is like a bright medium blue.
Most sapphires these days are treated, this means their colour has been enhanced artificially. Only an expert can tell the difference.
You need to go to a gem dealer, not a jewelry store.
I suggest you do lots of research on the Internet so you know more about sapphires, otherwise you can be "ripped off".
For a top colour, clean ( no or few flaws in the stone under magnification) expect to pay more than
$700 a carat. But a 3 carat stone isn't $2,100 it is more like $4,000
Stones that are a less desirable colour and/or flawed are much cheaper.
And it is expensive to have a ring or whatever made by a jeweler (to set your stone), to have a ring in 18ct gold might cost as much as $1,000,
By the way, a 1 carat sapphire actually looks "smaller" than a 1 carat diamond, because carat is a weight and sapphires are more dense/ higher specific gravity!
